ADVERTISEMENT AND INVITATION FOR BIDS

Sealed bids will be received by Burnet County, Texas for Silver Creek Village Water Supply Corporation projects at the Burnet County Annex Building located at 133 East Jackson Street on the County Square in Burnet, Texas 78611 until 10:00 A.M. on Monday the 25th of March 2013 and then publicly opened and read aloud.

Bids are requested for furnishing all labor, material, tools and equipment and performing all work required for the following projects briefly described:

Contract No. 1 – Public Water Well No. 6 consisting of drilling test hole to depth of 580 feet and if
authorized, complete public water well by setting and cementing 410 feet of 8 5/8” O.D. steel casing with
170 feet of drilled and cleaned open hole below casing to depth of 580 feet, developing well, test
pumping, and furnishing and installing submersible pump at 380 feet on 3 ˝” O.D. column pipe.

Contract No. 2 – Well Site Work and Raw Water Pipeline consisting of approximately 1,460 linear feet of 3
inch PVC transmission line with various line appurtenances, construct building with well discharge piping,
electrical and appurtenances, well site security fencing, and relocating point of chlorination.

Bidders must satisfy themselves of the accuracy of the estimated quantitiesin the Bid Schedule by examination of the site, a review of the drawings and specification including addenda. After bids have been submitted, the Bidder shall not assert that there was a misunderstanding concerning the quantities of work or of the nature of the work to be done.

Bids must be submitted on the Bid Forms provided, and must be accompanied by a bid security in a penal sum approximately equal to and not less than five percent (5%) of the total amount of the bid. The security may be in the form of a certified check, cashier’s check, or bid bond furnished by an acceptable surety having authority under the laws of Texas to write surety bonds in the amount required, with such security made payable without recourse to Burnet County. The sealed envelope containing the bid shall indicate clearly on the front that it is a bid for #13-409-02 Contract No. 1 – Public Water Well No. 6 or #13-409-03 Contract No. 2 – Well Site Work and Raw Water Pipeline. Mailed bids should be addressed to: Burnet County Auditor/Purchasing Agent, 220 S. Pierce St., Burnet, TX 78611. Overnight delivery (Fedex etc.) and hand-delivered bids should be addressed to: Burnet County Auditor/Purchasing Agent, 133 E. Jackson St., Burnet, TX 78611.

The final Notice of Award of Contract shall be given to the successful bidder by the County within thirty(30) days following the opening of bids. No Bidder may withdraw his bid within thirty (30) days to provide a period for reviewing the bids received and investigating Bidder qualifications prior to award of contract. The successful Bidder must furnish a performance bond and payment bond on the forms provided in the contract documents, each in the amount of one hundred percent (100%) of the contract amount, from a surety company holding a permit from the State of Texas to act as surety. The successful Bidder must also furnish Certificates of Insurance in the amounts set forth in the contract documents.

Bid Documents, Plans and Specifications may be obtained at the office of Neptune-Wilkinson Associates, Inc. located at the address above (Phone: 512/462-3376) upon payment of forty-five dollars ($45.00) for each contract. No refunds will be made.

All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake and activity in part or in full under this project.

Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs, and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, age or national origin. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.

The right is reserved, as the interest of Burnet County may require, to reject any and all bids and to waive any formalities in bids received. This project is being funded by a Disaster (Drought) Relief Grant administered for the State of Texas by the Texas Department of Agriculture
